Biography

Brian is a Senior Fellow at the Public Policy Institute’s Water Policy Center, where he has published a variety of books and reports on water trading, sustainable groundwater management, water financing, and enhancement of aquatic ecosystems—many with fellow CalTrout board member Jeff Mount. He is also a Professor of Law Emeritus at the University of California in San Francisco. He holds a B.A. in economics from Pomona College and a J.D. from the University of California, Berkeley.

Brian is a devoted environmental advocate and has argued cases before the California Supreme Court and the U.S. Court of Appeals involving wild and scenic rivers, endangered species protection, water pricing reform, water rights and environmental quality, and takings. He is also an avid ocean kayaker, bicyclist, and nature photographer. Brian is not (yet) an angler, however.
